Legislar sobre política científica para el siglo XXI en España: Un nuevo marco normativo para la política de I+D

The article analyzes the conditions and processes leading in 1986 to the approval of the Spanish Science Law, as well as the consequences of its implementation. The impact on the National Science and Technology System of the political, economic and social changes taken place during the last twenty years has modified the scenario, introducing new challenges in the evolution of this System. The case of Spain is not unique and the paper analyzes the responses of some developed countries to adapt their Nacional R&D Systems to the new circumstances. Finally, a guideline is proposed for the elaboration of a new framework to promote the future Spanish science and technology development.
