El nuevo escenario que se ha abierto con los atentados del 11 de septiembre y la amenaza de las redes del terrorismo islamista yihadista ha planteado nuevamente la relación entre seguridad y libertad en las sociedades democráticas. El papel de los servicios de inteligencia en la prevención de las amenazas contra nuestra seguridad y nuestras libertades y derechos ha sido y seguirá siendo fundamental. Las especiales características de estos servicios que deben obtener suficiente información para elaborar la inteligencia necesaria para que los gobiernos tomen decisiones requiere una legislación adecuada para garantizar eficacia para la seguridad y respeto a las libertades y derechos de los ciudadanos.…
