Este artículo es una recopilación de ideas de los proyectos que actualmente se están llevando a cabo en dos áreas principales, la creación de Ciudades Digitales, que en general se centran alrededor del sector público y la creación de Comunidades Virtuales de ciudadanos alrededor del sector privado, Utilities tradicionales.
El trabajo en estas experiencias nos ha hecho desarrollar una idea que ya ha sido tratada en otros foros, pero que a nuestro juicio debe ser actualizada, y más importante, puesta en un formato que permita su ejecución real.
